The Leading Role of Municipalities in Educational Development:
Proposition for a Model and Tool for Analysis
Abstract

This contribution highlights the most relevant contributions stemming from the study investigating some of the tools that contribute to the analysis of educational development in municipalities through the actions carried out by their Town Councils. Particularly, it explores the design and validation of a Model on the stages of educational development and a Tool for self-assessment that allow analysing, in a contextualized manner, the educational development in municipalities. The drafting of the Model and Tool is supported by fieldwork including a review of literature, in-depth interviews, a focus group with experts and the direct application of the Model and the Tool in several Town Councils. The discussion and conclusions highlight the importance of trust, dialogue and consensus to improve the engagement of municipalities in education. It also highlights the need and appropriateness for Town Councils to set in place broad, transversal and innovative education policies to promote the desired educational development.
