This article analyzes the factor associated in educational policy design; bases in evidence (which is also its goal). It is theorized that the development of educational policies take place at several levels and must have special considerations when talking about education.

After specifying the light in which said associated factor will be shown, the article talks briefly about the Chilean Evaluation System (SIMCE) as an example for analyzing factor such as student performance, and how they are oriented to policies. Through these experiences comes an attempt at forming a hypothesis about the ways in which policy design has effectively considered the evidence brought forward by the evaluation and its associated factors. This is shown with 3 three “typical” associated factor that exemplify different degrees in which educational policy design has considered the evidence created by these analysis.

Finally challenges in advancing the evidence provided by SIMCE in influencing policies, as well as the conditions that apparently trigger success in these relationships are also presented.
