The modernization of superior education on Latin America must include the challenge of the implementation of an evaluation culture. Even though this task has been primarily directed to investigation, teaching processes have not escaped the need to submit to this demand to achieving quality in the teaching-learning process. In Venezuela, the law of universities considers the institutional evaluation responsibility of the universities and the State. On the other hand initiatives related to this have been proposed and in some cases implemented, but this is still a unfinished task because neither the universities nor the State have given it the attention needed; there has been no political or academic will to consolidate the evaluating culture as a mean of achieving a quality in superior education.
