An evaluation model of teaching competences is propossed for middle and superior education, parting from knowledge of evaluation practices for the teaching performance, experimentation of new evaluation strategies as well as characteristics taken from different models. This model is developed to guide the activities of teaching staff and directives while in evaluation processes, and to highlight the importance of the teaching function and to contribute to the repercussions of the evaluation of better didactical practices. The general principles adopted during its development were: social context of the institution, a conceptual framework of the system, current evaluation practices, the impact of public policies founded in evaluation, and the urgency to provide guidance to the involved social structures. This is an attempt to make the evaluation of the teacher’s performance be seen with responsibility and inside the frame of autonomous development and self regulation for all those involved.
