The experience of the National System for the Evaluation of the Educational Process (SNEPE) in Paraguay. Lessons Learned and Challenges

This paper presents the experience and development of the National System for the Evaluation of the Educational Process (SNEPE). It starts with a brief description of Paraguay and the political changes that took place since the fall, after 35 years, of the dictatorial government.  It makes a presentation of the policies of the educational reform in the 90s, and it describes some indicators of the expansion and coverage process.

The document carried out a recount of the creation, the institutional framework of the SNEPE, its goals, the design, and the scope of the applied evaluations, the progress in the theoretical and methodological approach, the instruments, the coverage, the educational levels and grades. 

It maintains that the Ministry of Education and Culture accomplished the design and the development of an evaluation system that accompanied and detected the strength and weakness of the educational policy. It points out that the credibility and confidence of the SNEPE was due mainly to the stability of the specialist team, the participation in international projects, and the support of the international cooperation.

Finally, it concludes mentioning the lesson learned with this experience and propositioning ideas in order to improve the evaluation system. The paper points out that the effectiveness, and appropriateness of the SNEPE depends on the renewed willingness, more resources, and a perseverant process of  capacity building.
