Policy evaluation of university teaching work in Argentina: a historical review

.Abstract

Since the late twentieth century, the evaluation of university teaching is a central theme of educational agendas worldwide. Teachers are discursively challenged as key players in ensuring quality and most countries have been pushed to the task of designing and implementing devices that would allow information about the activity of the faculty. Formally and through different procedures, policy evaluation -oriented position in the teaching profession, provide incentives and improve the quality- value the teaching of university teachers.

In this submission interested in analyzing the logic, dynamics and actors involved in policy evaluation of university teaching work in Argentina. From the literature investigation and document analysis process context and configuration assessment policies paying particular attention to the role of the state and its relationship with society and the universities is reconstructed.

The analysis distinguishes two periods: the 1990s in which the evaluation of teaching is subsumed to the evaluation of research and of 2003-2013 in which the evaluation of teaching emerges as agenda item in under discussion by the working conditions of university teachers. In both periods, the assessment processes are closely linked to other campus issues such as funding, distribution of resources- material and symbolic- and working conditions.
