The Abandonment of Middle Level Studies in Uruguay:
a Complex and Persistent Problem
 
Abstract
 

This paper makes a revision of the literature on the problem of secondary education drop out rates in Uruguay. It analyzes the literature generated in the country, which is based upon important empirical evidence, and goes deep in the discussion of its causes. It proposes a synthesis of the main factors associated with dropping out, based on this empirically-based studies. In the second part, it describes some recent policy measures that have been put into practice in the last 20 years, some universal measures (such as 1986 and 1996 plans) and some focused measures, such as the PIU (program for the support of universalization), which is the most important policy measure of the last years. Finally, the paper invites to a more thorough discussion of the general design or architecture of the educational system, because there seems to lay the answer to most of the implementation problems that the policies described have faced, no matter what policy is being analyzed.
