The Basic Education Law determines a number of skills Basic to generate a quality education. It is requires to develop curricular materials that provide teachers with the teaching of such skills. The purpose of this study was to observe the cognitive development and metacognitive which is generated by the students, implemented in their regular curriculum, a program of learning strategies with materials developed ad hoc for the development of skills cognitive learning to learn competence and mathematics using the area of mathematics. The empirical study, with 2 groups (control group and experimental group), have a design pretest - postest. The context of research was a school in Spain (Cádiz). The sample was 48 students enrolled in the first course of the primary school.
